世界「水の日」に寄せて
3月22日は世界「水の日」です。
この日は、水の重要性に目を向け、世界的な水危機に対して行動を起こしていくことを呼びかけるために国連で定められました。
今年の世界水の日は、「Valuing Water」をテーマとしています。
日本語にすると「水の価値化」。
何をいわんとしているのか、私なりの解釈を少し述べたいと思います。
水は、なくてはならないもの。これには共通の理解があると思いますが、
水がどれくらい大事かということは、その人が置かれている立場や状況によって大きく異なるのではないでしょうか。
農業をしている人、精密機械を作っている人、料理をしている人、のどが渇いている人、
新型コロナが蔓延している今、水の汚染が広がっている地域、洪水が発生したとき・・・
それぞれで、水が持っている意味や価値というのは、全く変わってきます。
水が欠かせないと言っても、どのような水がどれくらい必要か（水の量や水の質）は、それぞれ違うはずです。
しかし、限られた誰かにとっての意味や価値だけが尊重され、その他がないがしろにされていては、
ないがしろにされた人々は必要なときに必要なところで、必要な水を得られる状況にはなりません。
少し違う視点で見てみましょう。
例えば、きれいな水を守るためにしている努力、
水を大切に使って生み出しているものへの価値、
そういうものが適切に評価されたり、尊重されないとしたら（金銭的・非金銭的評価いずれでも構いません）、
せっかくの良いことは続いていかないでしょう。
それは、水とは少し離れますが、例えば、家庭の中での家事、育児、介護といったものの価値が周りから評価されず、様々な問題が起きていることと相通じるかもしれません。

打ち水は、日本の歴史の中で育まれてきた習慣・文化です。
今年、打ち水大作戦では、2021年の企画の一つとして、打ち水という行為そのものや、打ち水という視点から見た「水の価値」について、環境、経済、社会、そして文化的な側面から、改めて掘り下げていければと考えています。

Message from the Grand Master of Mission Uchimizu
Marking World Water Day
March 22 is World Water Day. It was declared such by the UN, with the aim of raising awareness of the importance of water and encouraging people to take action to solve global water crises. The theme of this year’s World Water Day is “Valuing Water”. I would like to talk to you about my own interpretation of “Valuing Water”.
Though we all know that water is essential for life, water means different things to different people depending on where and how they live. The significance and value of water differs completely, for example, between farmers, precision machine manufacturers, cooks, and those simply feeling thirsty. Similarly, it means different things depending on what circumstances we are in: in the current covid-19 pandemic, or in a polluted water environment, or during flooding. While everyone agrees that water is precious, each person has a different idea about the volume and quality of water they need. If we respect the significance and value of water for one group of people, but neglect those of another group, the latter group cannot get water when and where they need it.
Looking at it from a different angle, if efforts towards protecting clean water or the value of goods produced through proper water use are not undervalued (monetarily or otherwise), such activities will not last long. In a way, this is similar to family life. If those working at household chores, child-rearing, and nursing care don’t receive enough appreciation from the family, trouble will ensue.

Uchimizu, or sprinkling secondary water on the ground, is a Japanese custom maintained throughout our history. As part of Mission Uchimizu 2021, I would like to offer an opportunity to explore the significance of the act of uchimizu itself and the value of water from the perspective of uchimizu, including its environmental, economic, social, and cultural aspects.
